The Department has announced new fees for Marked Registers, which take effect from this summer. They are set out in the draft Representation of the People (Amendment) Regulations 2008 which have been laid before Parliament and were debated and approved in both the House of Lords and House of Commons on Wednesday, 2nd July 2008.
The new fee structure is as follows:
There is a single administration fee of £10 for each request for a copy of the marked electoral register and other lists made to the relevant registration officer or sheriff clerk. Please note that this fee is charged per request whether the information sought is for the whole marked register or part of the marked register, and whether the request is for a copy in paper form or data form, or a combination of both forms. However, if the whole or part of the marked registers or lists is requested in both printed and data form, this should be treated as two separate requests and so a further administration fee should be charged.
In addition, there will be a charge for the volume of information requested calculated at:
£2 for each 1,000 entries (or remaining part of 1,000 entries) in printed format, and
£1 for each 1,000 electors (or remaining part of 1,000 entries), in data form.
The new fees will apply for marked registers produced at Westminster Parliamentary elections in England, Wales and Scotland, and local government elections in England and Wales (including elections for the London Mayor and Assembly); and to the supply of marked registers and lists produced at an election to the National Assembly for Wales.
The new fees will apply to requests made after the Regulations come into force. This will include copies of marked registers arising from the elections on 1 May 2008. The new fees will not apply to requests made prior to the Regulations coming into force and, for example, there is no provision for refunds to be made in respect of requests made prior to the Regulations coming into force.
The new fee structure will mean that for a request, for example, for a polling station marked register containing 8,000 entries in printed format, and the marked list of postal voters containing 2,000 entries in data format, the fee will be:
£10 administration fee, plus
£2 x 8 = £16, plus
£1 x 2 = £2
Total = £28.
